MINUTES OF REGULAR MEETING
Town Board
Town of Janesville, Wisconsin
December 2, 2013

Members Present: Chairman Bruce Schneider, Supervisor David Rebout,
Gary Fox, Robert Mielke and Janet Kassel
Members Absent: None
Others Present: Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Richard Hemming (9) members of the public.

Meeting called to order, by Chairman Schneider at 7:33 pm at the Town
Hall, 1628 N. Little Court, Janesville, Wisconsin. The pledge
allegiance followed.

1.	Minutes of Previous Meetings
      Moved by Mielke, seconded by Fox, that the minutes of the
regular meeting, held 	November 4, 2013, be approved as presented.
Motion carried on voice vote.
Moved by Fox, seconded by Rebout, that the minutes of the Special
Budget Meeting held November 18th, 2013, be approved as presented.
Motion carried on voice vote.
2.	Financial Report
    	Moved by Mielke, seconded by Fox, that the financial report,
ending       	November 30, 2013, be accepted as read by Treasurer
Augustine. Motion carried on 	voice vote. Peggy handed out information
to the board members for borrowing money 
	And information on a referendum, this would have to be approved at
the January 2014 
	Meeting. Will be on the agenda. Also the Country side motel has sold
and requested that 
	The treasurer send out a breakdown of the amount of back taxes he
would pay them. This
	Will be a January agenda item.  
3.	Citizen Participation - 
Joe Bradley, Just here to alert the board that the Countryside Motel
has sold and they may be in to re-zone the property please be sure it
gets the proper rezoning, Commercial Zoning
Rock County Sheriff’s Department Deputy, here for questions. It was
brought up about the target shooting on Russell Rd in the Town. There
is a State Statutes 941.20 about shooting within 100 yards of a
residents. The Deputy would go and talk to the people doing the
shooting. We don’t need an Ordinance, we can’t do more than the state
statutes.
Andy Jorgensen, here to pass out the Blue Books and take questions.
Not law yet but a few items still waiting in the assembly, voter ID,
Badger care, raw milk, and redistricting, which is done every 10
years. No questions at this time.
Bruce Monson property, he has 2 cars on the property that he has
applied for antique license, he has moved quite a bit, Al Lawrence
sees trucks and cars and said he hasn’t moved anything. Supervisor
Mielke feels that that this should be closed and it is satisfactory. 
4.	Planning Committee Recommendations –
A. Moved by Rebout, seconded by Kassel, on an ordinance amending the
Town of Janesville Exclusive Agricultural District (A-1) Zoning
Ordinance, creating a Farmland Preservation District. Motion carried
on voice vote.
B. Moved by Mielke, seconded by Kassel, on an ordinance amending the
Town of Janesville Exclusive Agricultural District (A-1) Zoning
Ordinance, regarding Accessory Use as a Conditional Use Motion carried
on voice vote.
C. Moved by Fox, seconded by, Rebout on an ordinance amending the Town
of Janesville General Agricultural District Two (A-2) Zoning
Ordinance, regarding Accessory Use as a Conditional Use. Motion
carried on voice vote.
D. Moved by Rebout, seconded by Mielke, on an ordinance amending the
Town of Janesville Exclusive Agricultural District Three (A-3) Zoning
Ordinance, regarding Accessory Use as a Conditional use. Motion
carried on voice vote.	
     
Moved by Fox, seconded by Mielke on a Transfer of Land between
adjoining owners, Jonathon & Lucille Olson, 4150 N. Juniper Dr. and
Mark & Laura Boettcher 4136 N. Juniper Dr. Janesville, WI 53545.
Motion carried on voice vote.


5.	Unfinished Business - 
A. Moved by Kassel, seconded by Rebout, to sign the Rock County Humane
Society contract for 2014-2015.Motion carried on voice vote.
B. Hackbarth Rd is complete, have had a few complaints, too narrow,
why there are two stop signs, they are temporary. All in all done.
6.    	New Business       
 A.	Building Inspector Report – all going good in the Town, copies of
reports    handed out.
B.	Moved by Fox, seconded by Mielke, to accept the 2014 Road
Maintenance contract with the County. Carried on voice vote.
	C.	Moved by Mielke, seconded by Fox, to approve the next 6 dates for
the 		      Town Board meetings: Jan. 6, Feb. 3, March 3, April 7, May
5, and June 2, 2014 		all board meeting are held at the Town Hall and
start at 7:30pm. Motion carried 		on voice vote.		
D.	Moved by Schneider, seconded by Rebout, to set the Town Caucus for
Jan. 7, 2014 at 7:00 pm. Motion carried on voice vote.
E.	Moved by Kassel, seconded by Mielke, to approve the appointment of
Chief Inspectors and poll workers for 2014-2015 list attached, also to
add Debbie Fisher. Carried on voice vote.	
F.	Moved by Fox, seconded by Mielke, to approve of the onetime fee and
to draft an ordinance for the wireless cell towers. Max fee of
$3,000.00 and class 2 collation fee of $500.00. Motion carried on
voice vote.
G.	Tax Collection Box, the box in the clerk’s office is for
non-collection days, the clerk will drop payments in the box for the
Treasurer no receipts will be made by the clerk.	
H.	Moved by Schneider, seconded by Mielke, to start the resolution for
the Town to borrow money for the Fire Protection. In the amount of
$300,000.00 and to be paid back in a 2 year term. Carried on voice
vote.
I.	The clerk will call Bergendal to have the septic at the Town Hall
pumped.
	Reports by Town Attorney -
		Safe shooting addressed by Sheriff’s deputy above.
7.	Correspondence       
	A.	Sheriff Report - on file with clerk
      B. 	Clerk to write a letter to residents on Hackbarth Rd to move
trucks and boat out of the Town rite of way
8.	Vouchers
	Moved by Rebout, seconded by Fox, that Voucher #346 through and
including  	#368 be approved for payment. Motion carried on voice
vote.
9.	 Adjournment
	Moved by Mielke, seconded by Fox, to adjourn. Motion carried on voice
vote.

  	Meeting adjourned at 9:00 PM.
