Posted: Friday May 2, 2014 at the Town office, Lion’s Quick Mart,
Consolidated School, Hackbarth Hills Golf Course Clubhouse. 

Members Present: Chairman Bruce Schneider, Supervisor Robert Mielke,
David Rebout, and Janet Kassel.
Members Absent: Gary Fox

Others Present:  Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Richard Hemming (6) members of the public.

Meeting called to order, by Chairman Schneider, at 7:34 p.m., at the
town hall, 1628 N. Little Court, Janesville, Wisconsin. Followed by
the Pledge Allegiance.

 1.	Minutes of Previous Meetings
Moved by Rebout, seconded by Kassel, that the minutes of the regular
meeting,     held April 7, 2014 be approved as presented. Motion
carried on voice vote.
2.	Financial Report 
    	Moved by Mielke, seconded by Rebout, that the financial report,
April 30, 2014, be accepted as read by Treasurer Augustine. Peggy
mentioned that the ATC money was $53,000. Also clerk passed out a copy
of the letter for our borrowing money, it will be presented at the
next Board of Commissioners Agenda in Madison. Motion carried on voice
3.	Citizen Participation- 
Elmer Brandt, mentioned about a meeting in the Gazette to turn
Hackbarth Rd in to a Cul-de-sac. Not happening maybe 2035.
	David Rebout- just for future thoughts 2 limo’s parked on the Rd in
the High Point Estates subdivision. No problems yet might be brought
up when neighbors move in. Worry about it then.
	Bruce Schneider-Gensler pit is filling up with trucks, semis, wood,
and cement. Property is zoned A-2	
4.	Planning Committee Recommendations (did not meet)
5. 	Unfinished Business-
	Bruce Monson- has moved the 2 vehicles, looks like a junk yard there.

6.    	New Business
A.	Building Inspector Report- all ok, couple of new dwellings. 	
B.	Janis Ringhand, just stopped in to introduce herself. She is
running for Tim Cullen seat, 15th Senate District. Robert brought up
the Levy Limits and our fire contract has gone up 5-6% we pay $352,000
a year. Peggy brought up that we need to educate the public on the
levy limits. We have to borrow money and then we can raise our levy
limits. Steve Donahue, stated that Madison does not know what our Town
is doing- we need to have local control in each Municipality. 
C.	Moved by Rebout, seconded by Mielke, to approve operator license
for Todd Fulton, Carly Ehienreich and William Stamp, to expire June
30, 2014. Motion carried on voice vote. 
D.	Delinquent 2013 personal property taxes for TNN Machining, Great
American Leasing and Doug Mueller have all been paid. No need for
legal action.
E.	Moved by Mielke, seconded by Rebout to approve the appointment of
Chris Dodge, by Chairman Schneider for a (2) two year term. Motion
carried on a voice vote.
F.	Complaint at 3227 Rolling Wood Dr. lots of vehicles sitting around
on the property. Have Archie look into this and report back. 
G.	Proclaiming May 4th – May 10 Municipal Clerks Week.
H.	Board of Review date has been set for June 2nd, 2014 at 7:25pm here
in the Town Hall.
I.	Moved by Rebout, seconded by Mielke, to accept the County Contract
for the winter maintenance $43,665.90 and Routine maintenance
$83,878.00. Motion carried on voice vote.
	Clerk will contact some of the other companies to get a bid on the
top 5 roads listed for crack filling.
	Delay Pennycook Rd, Polzin Rd and Connor Rd, they need to be
completely redone. Clerk will call County and get information on Grant
for the Town Bridges.	
8.	Reports by Town Attorney: 

	A. Moved by Kassel, seconded by Mielke, to approve the
Ordinanc141505.1 Reducing speed limit on W. Russell Rd, to 45 mph.
Amended to reflect the Ordinance states Northbound and Southbound.
Should be Eastbound and Westbound. Motion carried on voice vote.
	B. Possible action regarding ditch located on Hackbarth Rd, attorney
would like to see what has been done to create this problem. How much
is it going to take to fix the ditch? 
C. Attorneys’ are still holding the letter of credit for, Schaetten at
Coyote Crossing and BKW for Highpoint Estates. 	
9.	Vouchers
Moved by Rebout, seconded Mielke, that Voucher #178 through and
including #196 	be approved for payment. Motion carried on voice
10.	 Adjournment
     	 Moved by Mielke, seconded by Rebout, to adjourn. Motion carried
        Voice vote.
