MINUTES OF REGULAR MEETING
Town Board
Town of Janesville, Wisconsin
	June 2, 2014

Members Present:  Chairman Bruce Schneider, Supervisors Robert Mielke,
David Rebout, Gary Fox and Janet Kassel

Members Absent:  none

Others Present:  Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Constable Archie Henkelmann, Town Attorney Richard Hemming, (11)
members of the public.

Meeting called to order by Chairman Schneider at 7:30 PM, in the Town
Hall, 1628 N. Little Court, Janesville, Wisconsin. 

1.	Pledge of Allegiance
2.	Minutes of Previous Meetings
Moved by Mielke, seconded by Rebout, that the minutes of the regular
meeting, held May 5, 2014, be approved as presented. Motion carried on
voice vote.
	
3.	Financial Report
Moved by Fox, seconded by Mielke, the financial report, ending May 31,
2014, be accepted as read by Treasurer Augustine. Peggy mentioned that
the ATC Fund was $53,000. And our recycling grant was $7,625. Motion
carried on voice vote.  

4.	Citizen Participation
1 Doug Rebout- mentioned that the Board members are invited to The
Rock County Farm Bureau luncheon at Seneca Foods 10-1 on June 25th,
2014
2 Peter Serverson- Running for Clerk of Courts and wanted to introduce
himself. 
3. Peggy brought up to the board when we wanted to take the borrowed
money. Board thought closer to the end of the four month deadline. 
5.	Planning Committee Recommendations – Did not meet
6.	Unfinished Business- 
7.	A.  Building Inspector Report – All running smooth.
	B.  Moved by Rebout, seconded by Fox, to set the next 6 Town Board
Meetings for, July 7, Aug. 4, Sept.2, Oct. 6, Nov. 3 and Dec. 1, 2014
all to begin at 7:30pm in the Town Hall at 1628 N. Little Ct. Motion
carried on voice vote.	
C.   License Applications

	1.    Class A Combination                           
Moved by Mielke, seconded by Rebout, that the application, by Agent
James Johnson, for a Class A Combination Fermented Malt Beverage and
Intoxicating Liquor License at Lions Quick Mart, expiring June 30,
2015, in the Town of Janesville be approved. Motion carried on voice
vote.

	     Class B Combination
Moved by Rebout, seconded by Fox, that the applications, by agent
Lance Marting, at    The Janesville Country Club, with extensions,
agent Julie Golomski, at Shady Nook, with extensions, for Combination
Class B fermented Malt Beverage and Intoxicating Liquor License within
the Town of Janesville, expiring June 30, 2015 be approved. Motion
carried on voice vote.
     Class B Combination 
Moved by Rebout, seconded by Kassel, that the application, by agent:
Melvin & Bonita Becker, without extensions, for a Combination Class B
fermented Malt Beverage and Intoxicating Liquor License within the
Town of Janesville, for the existing bar building only, expiring June
30, 2015 be approved. Motion carried on voice vote
	2.	Coin Machine License
Moved by Mielke, seconded by, Fox, that the applications, by agent
Melvin & Bonita Becker at 3-Bs, agent Julie Golomski, at shady Nook,
for coin machine license, expiring June 30, 2015 be approved. Motion
carried on voice vote.
	3.	Restaurant License
Moved by Rebout, seconded by Mielke, that the applications, by agent
Melvin & Bonita Becker at 3-B’s, agent Julie Golomski at Shady Nook,
agent James Johnson, at Lions Quick Mart, agent Lance Marting at
Janesville Country Club, for restaurant license, expiring June 30,
2015 be approved. Motion carried on voice vote.
	4.	Dance License
	Moved by Rebout, seconded by Schneider, that the application, by
agent Melvin & 
Bonita Becker at 3-B’s, agent Lance Marting at Janesville Country
Club, for a dance license, expiring June 30, 2015 be approved. Motion
carried on voice vote.
	5.	Cigarette License
Moved by Fox, seconded by Mielke, that the applications, by agent
James Johnson at Loins Quick Mart and agent Julie Golomski at Shady
Nook, for a cigarette license, expiring June 30, 2015 be approved.
Motion carried on voice vote
D.	Operator License (attached)
Moved by Mielke, seconded by Fox, to approve all the license
applications for operator license to expire June 30, 2015 as presented
by clerk Fewell. Motion carried on voice vote.
Helgesen Harpo’s did not get their applications in on time therefore
we will be holding a Special meeting to get them approved as the
license expire June 30, 2014. The meeting will be June 16, 2014 at
7:00pm here in the Town Hall.
E. We do not have an ordinance for parking on the Town Roads, most
vehicles are not left on the roads more that 24-48 hours. We can worry
about this if it becomes an issue.
F. Discussion on 50/50 grant with Rock County, we can sign and turn in
the petition for the 50/50 grant, if we get the Federal money we can
back out if need be.
G. Moved by Rebout, seconded by Mielke, to allow Archie to use the
Park and Boat Launch letter for non- compliance residents. Motion
carried on voice vote.
H. Clerk Fewell sent a letter to the Residents at 4790 W. Hwy 14, on
the property maintenance. The dead line is June 16th, 2014 to clean it
up or it will be turned over to the Town Attorney’s office.
I. Discussion and possible action on Road Maintenance Projects, County
pricing is $2,600. -$3,000. Per mile for crack filling. Mielke would
like to see some of the work they have done. The Culvert on F is real
bad, worst roads are Polzin, Connor, Fitzsimmons. We are going to look
into the TRIP program to help fund some of the cost. The program is
closed for 2014-2015. Call John Traynor at the County to let him know
we want to get in when it opens. Place the Road Maintenance Projects
on the special meeting agenda June 16, 2014, we will have information
from the County then.
J. Got yet another complaint from a resident on the Hackbarth Rd
intersection. It came to the clerk in the mail. Chairman Schneider
read the letter. He will talk to John Traynor.
   
8.	Reports by Town Attorney- We are still waiting to hear from DATCAP
on the Farmland Preservation Certification.  	
	
9.	Correspondence
	A. Sheriff’s Report- May report on file with clerk.
10.	Vouchers		
Moved by Rebout, seconded by Mielke, that Voucher #197 through and
including 218 be approved for payment. Motion carried on voice vote.
11.	 Adjournment
	Moved by Mielke, seconded by Fox, to adjourn. Motion carried on voice
vote.
