July 7, 2014

Consolidated School, Hackbarth Hill Golf Course Clubhouse. 

Members Present: Chairman Bruce Schneider, Supervisors David Rebout,
Robert Mielke, and Janet Kassel.
Members Absent: Gary Fox	   

Others Present:  Clerk Linda Fewell, Treasurer Peggy Augustine,
Attorney Jamie Olson, Constable Archie Henkelmann, (10) members of the

Meeting called to order, by Chairman Schneider, at 7:30 p.m., at the
Town Hall, 1628 North Little Court Janesville, Wisconsin, followed by
the pledge of allegiance.

1.	Minutes of Previous Meeting
Moved by Rebout, seconded by Mielke, that the minutes of the regular
meeting, held June 2, 2014, be approved as presented, Motion carried
on voice vote.
Minutes of Special Meeting
Moved by Mielke, seconded by Kassel, that the minutes of the special
meeting held on June 16, 2014, be approved as presented. Motion
carried on voice vote
2.	Financial Report
   	Moved by Rebout, seconded by Mielke, to approve the financial
report ending 	June 30, 2014 as presented by Treasurer Augustine.
Motion carried on voice vote.  
3.	Citizen Participation
1) Lon Coplein- regarding all the tires getting dumped on the Town
2) Deputy Barr from the Sheriff’s department here for questions. The
Slow No Wake is still on the River. No questions at this time.
4.	 Recommendation from Planning & Zoning Committee – did not meet	
5.	 Unfinished Business    
A.	Status data on the Farmland Preservation, received a letter back
from DATCAP there are a few changes that need to be done. They want a
clean copy then they will submit to County. There are changes that
will happen throughout the Zoning Ordinances to get it all up to date.
We will get the map back to DATCAP with the changes then back to the
Town, then a public hearing to adopt and certify.
B. 	Status on the property maintenance at 4790 W. Hwy 14. Trucks are
over loaded with debris and broke down. It has been cleaned up and the
Board advised that it not get out of hand again. Get the trucks fixed
and cleaned out. They agreed to the report.
New Business 
       A.     Building Inspector Report- Copies handed out to board
       B.     Moved by Rebout, seconded by Schneider, to approve the
		Road Maintenance projects: Deer Path- rematt, Brown View-rematt
        Mineral Point- rematt. Carried on voice vote.
C.	Moved by Rebout, seconded by Mielke to approve 200 ton of Grader
Patch for Fitzsimmons Rd, Edgewood, Newville, and Russell Rd. 
Motion carried on voice vote.
D.	Moved by Schneider, seconded by Mielke, to have the County clean
the brush hanging over Fenrick Rd at the Town Park. Motion carried on
voice vote.
E.	Moved by Mielke, seconded by Rebout, to approve the Resolution to
Overturn Citizens United. Norm Aulabaugh here to explain. Motion
carried on voice vote.
F.	Moved by Mielke, seconded by Rebout, to approve the Operator
License for Kelly Ahline and Aubrey Lund, to expire June 30, 2015.
Motion carried on voice vote.
G.	Moved by Schneider, seconded by Mielke, to table the Re-Evaluation
of the Town assessment thru Associated Appraisals in 2015. We will
have this on the August agenda. Questions will be asked at the Board
of Review. Motion carried on voice vote.			
7.	Reports by Town Attorney	
	1.	Farmland Preservation Ordinance certification process mentioned
	2.	Discussion and possible action regarding boat launch fees and
persons not 
Paying same. Get a signed copy of the Ordinance to Archie. Maybe we
can post the ordinance at the boat launch.		
8.	Correspondence
	Sheriff Report- June report on file with clerk
9.	Vouchers
Moved by Rebout, seconded by Mielke, to approve vouchers #219-#239.
Carried on voice vote.
10.	Adjournment
     	Moved by Mielke, seconded by Schneider, to adjourn. Motion
carried on
       Voice vote.
