MINUTES OF REGULAR MEETING
Town Board
Town of Janesville, Wisconsin
August 4, 2014

Members Present:  Chairman Bruce Schneider, Supervisors Robert Mielke,
Gary Fox, David Rebout and Janet Kassel
Members Absent: None
Others Present:  Clerk Linda Fewell, Treasurer Peggy Augustine,
Attorney Jamie Olson, Constable Archie Henkelmann, (10) members of the
public. 

Meeting called to order, by Chairman Schneider, at 7:30 p.m., at the
Town Hall, 1628 North Little Court, Janesville, Wisconsin, followed by
the pledge of allegiance.
1.	Minutes of previous Meeting
	Moved by Fox, seconded by Kassel, that the minutes of the regular
meeting held 
July 7, 2014 be approved as presented, with the correction on page 2,
letter E, supervisor Kassel was opposed to the Citizen United
resolution. Motion carried on voice vote.
	Moved by Rebout, seconded by Fox, that the minutes of the Board of
Review
held June 2, 2014 be approved as presented, with the correction David
Rebout as vice   chairman not and Motion carried on voice vote.
2. 	Financial Report
   	Moved by Mielke, seconded by Fox, that the financial report ending
 
July 31, 2014 be accepted as presented by Treasurer Augustine. Motion
carried on                    voice vote. We are going to send in the
paper work for the Town loan.  
3.	Citizen Participation
	1) Complaint from resident in the Partridge Hollow subdivision on
shooting guns, 4
	  Wheelers and dirt bikes lots of noise. Was told to call the
sheriff’s department.
4.     Committee Recommendations- Did not meet
5.	Unfinished Business    
      A. Moved by Fox, seconded by Mielke, to amend the previous
minutes from July 7, 
	2014 on letter B, the Road Maintenance projects, and the roads that
were approved are- 
	Brown Deer, Brown View and Mineral Point Rd. Motion for the
correction carried on 
	Voice vote. We have paid $55,000 to public works thus far. Scratch
Deer Path for now. 
6.    	New Business
	A. Building Inspector Report – Discussion and possible action on the
residents at 2016
	N. County Trunk F, no permit for new deck and no wrecking permit for
in ground pool.
	Moved by Schneider, seconded by Fox, to have Building Inspector look
into this and 
	Charge the fees for not pulling the permits. Motion carried on voice
vote.
	Residents were here speaking against this group home, residents are
afraid to go for walk
	And just feel unsafe. The State regulates these group homes. Call the
Sheriff’s Dept. 
B. Gary Groelle is here to introduce himself, he is running for
Sheriff. Residents asked a few questions, who is the highest law
enforcement in the County? The Sheriff.
Do the Federal enforcements come into our County? They can, we like to
know they are here and work with them. What about outdated guns the
department is using, can employees buy their own? The cost is a big
part of that each deputy is allowed $600.00 for their clothing
allowance. It is up to them how they want to spend that money.
Has the armored vehicle been used yet? Yes, 5 times, Beloit uses it a
lot. Thank you, Gary for your time.
 
C. Moved by Mielke, seconded by Fox, not to give a contribution to the
Clean Sweep    Program for 2014. Motion carried on voice vote.
D. Moved by Fox, seconded Mielke, to approve operator license for
Jessica Bollig, Michael Dary, Kevin Bradley and Fatima Amador, to
expire on June 30, 2015. Motion carried on voice vote.
E. Moved by Rebout seconded by Kassel, to approve the purchase of the
new Election System Software DS200 cost is $6,835.00. County will
order the equipment in September 2014. Motion carried on voice vote. 
	F. Discussion on the new city garage water run off crossing the
street into the Town	  Supervisor Rebout will check into this and
report back in September. 
      G. Moved by Fox, seconded by Mielke, to approve the Town
Revaluation Assessment
	  For the Town of Janesville in 2015. Motion carried on voice vote.
	
7.	Reports by Town Attorney
1. Farmland Preservation update- color copies of the maps will be sent
out to all the       Town Board and Planning and Zoning members. After
maps get reviewed will send 
To DATCAP to get certified.
2. Discussion and Possible action regarding boat launch fees and
persons not paying 
  Same. Recommendation is to post a copy of the Ordinance. 
	Correspondence       
	A. 	Sheriff report-- on file with clerk
	B.	Building Inspector check on the property with the fallen down barn
on Hwy 14.
C.	Grader Patch workers are here, have do the heavier traffic roads
first, hold off on crack filling until after grader patch work is
done.	
	Vouchers
8.	Moved by Rebout, seconded by Mielke, that Voucher #240 through and
including #263 be approved for payment. Motion carried on voice vote.
9.	 Adjournment
     	 Moved by Fox, seconded by Mielke, to adjourn. Motion carried on
voice vote.

   
  Meeting adjourned at 9:03 p.m.
