Consolidated School, Hackbarth Hills Golf Course Clubhouse. 

Members Present: Chairman Bruce Schneider, Supervisor David Rebout,
and Janet Kassel, Lon Coplien, Gary Fox
Members Absent: 
Others Present:  Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Richard Hemming (8) members of the public.

Meeting called to order, by Chairman Schneider, at 7:30 p.m., at the
town hall, 1628 N. Little Court, Janesville, Wisconsin. Followed by
the Pledge Allegiance.

 1.	Minutes of Previous Meetings
Moved by Fox, seconded by Rebout, that the minutes of the regular
meeting,     held April 6, 2015 be approved with a correction in
paragraph 3, called into the County “then” should say “by. Motion
carried on voice vote.
Moved by Schneider, seconded by Kassel, to approve the minutes from
the Budget Amendment meeting held on April 6th, 2015 be approved as
Motion carried on voice vote.
2.	Financial Report 
    	Moved by Rebout, seconded by Fox, that the financial report,
April 30, 2015, be accepted as read by Treasurer Augustine. Peggy
mentioned that the Annexation Tax money for County Rd E has been
received $702.08. Motion carried on voice vote. 	
3.	Citizen Participation- 
Peggy mentioned that sign in front of her yard has not been fixed yet.
Bruce will talk to John Traynor at the County.	

4.	Planning Committee Recommendations –
A.  Request, from Mark Schattschneider 4229 N. River Rd Janesville, WI
For a transfer of Land between adjoining parcels. Combining existing
lots.      Present zoning SFRR, future zoning 
SFRR - 0.9acres. Section 10, SW ¼ of SE ¼ Parcel # 6-8-402
and 6-8-99.2A. Request waiver of Land Division Regulations.
Moved by Rebout, seconded by Fox, to approve the request to combine 2
lots into 1. Motion carried on voice vote.

B. Request, from Bruce Schneider 3001 N. West River Dr. Janesville, WI

   53548 for Land Division of 12 existing home sites, creating 12
lots. Present 
   Zoning SFRR, future zoning SFRR- 13 acres m\l, section 15, ¼
of NW ¼ 
   Parcel # 6-8-134.2 Future zoning of parent lot A-1.
   Bruce stepped down David Rebout acted as Chairman for this
  Question about the road there is reserved 70’ road rite away. Who is

  Responsible for building the road if annexed into the City? Each
owner would 
  Be responsible for their portion of the road.  
          Moved by Fox, seconded by Kassel, to approve the request for
the Land 
          Division for Bruce Schneider, Motion carried on voice vote.
Bruce stepped
	  Back in.

C. Request, from Brad Adee 4166 N. West River Rd Janesville, WI 53548
   A final approval of North River Hills Subdivision plat. Section 10,
   SFRR - parcel # 6-8-93.
   Moved by Rebout, seconded by Kassel, to approve the final plat for
   Adee, North River Hills Subdivision. Motion carried on voice vote.

5. 	Unfinished Business-
	A. Gary Fox read the Form of Record to the Town Board and the public.
	   Is the resolution to borrow money for the Town’s Fire Protection.
	   From the public, is borrowing money our long term goal? We just
got into this
	   Cycle and until the levy limits can be changed we have to
continue. Can the 
	   Gas plant pay anything toward our fire protection? No, it is a
federal facility.
	   Moved by Fox, seconded by Rebout, to approve and reaffirm the Form
          Record. Motion carried on voice vote.
	B. Brad Reents with MSA on the boat launch sent an e-mail explaining
the grant 
	   Money, we would have to pay 55% up front to have any work done at
	   Launch. We only have $2,100.00 in the park fund at the present
time. So 
	   This will have to wait as we really don’t have the money at this
6.    	New Business
A.	Building Inspector Report- all ok, reports are given to the board.
B.	1 Eric Hoag, 3010 W. Hwy 14 Janesville, here to give report of the
camper that is on his property. There is no one living in the camper
it is just sitting there for a place to keep warm while fishing. He
has since cleaned up all the beer cans and trash and will keep it
looking good. Eric said he never got the certified letter that was
mailed. This is the first he heard there as a problem, the letter
clerk Fewell sent to him. Attorney Hemming reaffirmed that the letter
was sent and regular letter in mail never returned to sender. He said
that he would keep it clean.
	2 Florence Johnson, 4790 W. Hwy 14 Janesville, not here to speak on
behalf of her property and the shape it is in. Archie Henkelmann,
recommends that we table this until the next month.
Moved by, Fox, seconded by Kassel, Fox withdrawals, Janet moves to
have clerk Fewell to send a letter with reference to the Town
Ordinance and code violations, and that this will be readdressed at
the next meeting. Moved by Janet and seconded by Gary, Motion carried
on voice vote.

3 Greg Gensler, 3348 N. Cty Rd E (Hackbarth Rd) Gensler’s pit zoned
A-2 and is in violation of the Ordinance. Dr. Vogel spoke up and said
it is an “eyesore” he drives by it every day and the neighbors feel
the same way looks like a “junk” yard. Board will give him 60 days to
clean up the brush pile. By the end of 2015 for the rest of the scrap
and concrete. This will assessed by the Town Board and Constable.  
C.	Moved by Schneider, seconded by Kassel, to tear out the bubbler in
the Town Hall. Water at the Town Hall is good was just tested. Have
cups on hand to get water out of the kitchen.
D.	Moved by Schneider, seconded by Coplien, to approve the board
members to pick up the agenda and minutes to give the clerk time to
learn how to scan the monthly paper work to them. Motion carried on
voice vote.
E.	Moved by Fox, seconded by Rebout, to approve the appointment of
Janet Kassel as the Planning and Zoning presiding officer to the Town
Board by Chairman Schneider for 1 year. Motion carried on voice vote.
F.	Moved by Fox, seconded by Rebout, to approve the appointments of
Doug Rebout, Chairman, Dennis Thiele, Ray Gehrig, and Lon Coplien, to
the Planning and Zoning Committee by Chairman Schneider for 3 years.
       Motion carried on voice vote.
G.	Moved by Rebout, seconded by Fox, to approve the appointments of
Thomas Thostenson, Tom Fuller and Jim Geopfert to the Board of Appeals
by Chairman Schneider for 3 years. Motion carried on voice vote.
H.	Town Road Projects: Seal Coating Deer Path / Crack filling Granite
Dr, Rockport our half / Glenmoor / Woodbury/Woodhue / Juniper Dr.
Grader Patch 200 Ton Russell Rd, Britt Rd, Fenrick Rd, Edgewood Dr,
Austin Rd, Little Rd, Mineral Point by bridge, Stark Rd, Newville Rd,
Northwood Trace, Oakwood Park Dr., Glenmoor. Culverts 2 on River Rd,
	1 on Willowdale Rd. Ditching N. River Rd, Brush work Oakwood Park Dr,
Grand Videre, Connor Rd, Crystal Springs Rd willow tree, Fitzsimmons
to Vista and Valley Springs. Black Topping South 1 mile of Polzin Rd
is $200,000. Town will meet with the County on Wednesday May 6th, 2015
at 8:00am.
I.	Moved by Fox, seconded by Coplien, to approve operator license for
Heather Barless. Motion carried on voice vote.
J.	Moved by Fox, seconded by Rebout, to approve not do posting at the
Hackbarth Hills Golf Course. Motion carried on voice vote.
K.	Moved by Schneider, seconded by Fox, to table the request for a new
pier at the Town Park Boat Launch. Need to look into cost. Motion
carried on voice vote.
L.	The Date for the Board of Review to meet and adjourn is set for
June 1st, 2015 at 7:25pm in the Town Hall
M.	Moved by Kassel, seconded by Fox, to give clerk may 21st, 2015 off.
Motion carried on voice vote.

8.	Reports by Town Attorney: 
	Attorney Richard Hemming is retiring after 15 years with the Town of
	Thank you, Richard for all your years of service Congratulations.
9.	Correspondence:
	Sheriff Report on file with clerk
	Town Officials Workshop- Lon Coplien will be attending.
10.    Vouchers
Moved by Rebout, seconded Fox, that Voucher #171 through and including
#202 be approved for payment. Motion carried on voice vote.
11.	 Adjournment
     	 Moved by Rebout, seconded by Kassel, to adjourn. Motion carried
        Voice vote.
