   MINUTES OF REGULAR MEETING
Town Board
		Town of Janesville, Wisconsin
December 7, 2014

Mart, Consolidated School, and town website.   

Members Present: Chairman Bruce Schneider, Supervisor David Rebout,
Gary Fox,
Lon Colpien and Janet Kassel
Members Absent: Gary Fox
Others Present: Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Richard Hemming (21) members of the public.

Meeting called to order, by Chairman Schneider at 7:30 pm at the Town
Hall, 1628 N. Little Court, Janesville, Wisconsin. The pledge
allegiance followed.

1.	Minutes of Previous Meetings
      Moved by Rebout, seconded by Mielke, that the minutes of the
regular meeting, held 	November 3, 2014, be approved as presented.
Motion carried on voice vote.
Moved by Rebout, seconded by Mielke, that the minutes of the Special
Budget Meeting held November 30, 2014 be approved with the correction
of 1 member of the public was present at the meeting. Motion carried
on voice vote with the correction.
2.	Financial Report
    	Moved by Mielke, seconded by Schneider that the financial report,
ending       	November 30, 2014, be accepted as read by Treasurer
Augustine. Motion carried on 	voice vote. 
3.	Citizen Participation - 
Rock County Sheriff’s Department Deputy, here for questions. Brought
up that there is a lot of dumping on Little Rd again.  
4.	Planning Committee Recommendations –
A. Request, from Peter & Leah Graves, 4611 N. Katherine Dr.
Janesville
	WI. For a Conditional Use Permit for an Automotive Engine Business,
at his
	Residence. C.P. Motorworks, Inc. in the Single Family Residential
District.
	(SFRR): Recommendation from Planning and Zoning Committee to approve
the request for Peter Graves with conditions: 
	Moved by Kassel, seconded by Mielke, to approve the recommendation
and with the conditions as follows: No permanent signage.- No
employees of the business,- The oil from the business shall be taken
to the dump,- Engines must be drained when brought to the premises,-
No outside storage of engines,- Conditional use permit does not go
with the property. It is a permit for Peter and Leah Graves only.
Motion carried on voice vote.
	B. Request, from Dan Kyle, 624 E J-F Townline Rd Milton, WI. For a
Conditional 
	  Use Permit for an Automotive Fabrication Business, at his
residence, in the Exclusive
        Agricultural District (A-1). Parcel # 6-8-3.2: Recommendation
from Planning and
        Zoning Committee to approve the request for Dan Kyle with
conditions:
 Moved by Mielke, seconded by Rebout, to approve the recommendation
and with the conditions as follows: No permanent signage, - maintain
reasonable business practices,- 
       Maintain a good appearance of property, - properly dispose of
waste, - Conditional use permit does not go with the property. It is a
permit for Dan Kyle, only. Motion carried on voice vote.
      C. Request, from Eloise Eager, MAACS, LLC. 4700 US Hwy 14 W
Janesville, WI, for a
        Change in zoning, From Exclusive Agricultural District (A-1),
to Local Commercial 
	 District (B-1). 4.0 acres +/- Parcel # 6-8-4. Recommendation from
Planning and Zoning	 was to table this request as there is no plans at
this point. This will be tabled for one	year. December 2015.
Unfinished Business - 
A. Moved by Rebout, seconded by Mielke, to opt for option “F” on the
Implements of Husbandry. This can be revisited 1 time a year and can
make changes if needed. If a resolution is needed the Town Attorney
will advise Clerk Fewell. Motion carried on voice vote.
B. Discussion and action on Farmland Preservation Map. This is
completed and can be removed from the agenda.
6.    	New Business       
 A.	Building Inspector Report – all good, was a good year.
B.	Moved by Rebout, seconded by Mielke, to accept the 2015 Road
Maintenance contract with the County. Chairman Schneider to talk to
the County and request better records be sent out with names of roads
done and we need our statements in a timely matter. Carried on voice
vote.
	C.	Moved by Rebout, seconded by Mielke, to approve the next 6 dates
for the 
		Town Board meetings: Jan. 5, Feb. 2, March 2, April 6, May 4, and
June 1, 2015 		all board meeting are held at the Town Hall and start
at 7:30pm. Motion carried 		on voice vote.		
D.	Moved by Schneider, seconded by Rebout, to set the Town Caucus for
Jan. 6, 2015 at 7:00 pm. Motion carried on voice vote.
E.	Moved by Rebout, seconded by Mielke, to approve adopting the
Ordinance Authorizing an intergovernmental agreement relating to
Shoreline Zoning. Motion carried on voice vote.	
F.	Moved by Rebout, seconded by Mielke, to approve John Gerbitz the
use of the Town Hall for the 4-H Group on Sundays the months of Nov.
Dec. Jan. and Feb. Motion carried on voice vote.
G.	Chairman Schneider read the results of November 4th Election.	
H.	Discussion and possible action for on refund check from Nature’s
Touch, this 
	Does not need a motion as the money was will be returned to Lon for
the Town Hall mowing and snow removal.
I.	Consider operator license for Jacob Schambach, no need for a motion
as he is no longer working at Lions.
J.	Moved by Schneider, seconded by Mielke, to pay the poll workers
called in by the County the same wage we pay our poll workers $8.50
per hour + mileage. The Board didn’t feel it was fair to pay a $50.00
per diem that was suggested by the County. Motion carried on a voice
vote.
	Reports by Town Attorney – nothing to report on. 		
7.	Correspondence       
	A.	Sheriff Report - on file with clerk
8.	Vouchers
	Moved by Rebout, seconded byMielke, that Voucher #339 through and
including  	#373 be approved for payment. Motion carried on voice
vote.
9.	 Adjournment
	Moved by Mielke, seconded by Kassel, to adjourn. Motion carried on
voice vote.

  	Meeting adjourned at 8:42 PM.
