MINUTES OF REGULAR MEETING
Town Board
Town of Janesville, Wisconsin
February 1st, 2016

Posted: Thursday, January 29th 2016, at the Town Office, Lion's Quick
Mart, Consolidated School, town website.   

Members Present: Chairman Bruce Schneider, Supervisor David Rebout,
Gary Fox
Janet Kassel and Lon Coplien  

Members Absent:	None

Others Present: Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Jamie Olson, (19) members of the public.
Meeting called to order by Chairman Schneider at 7:30 P.M. at the Town
Hall, 1628 N. Little Court, Janesville, Wisconsin. The Pledge of
Allegiance followed. 

Rock county Deputy here from the Sheriff’s Dept. any questions or
concerns? Nothing. 

1.	Minutes of Previous Meeting
Moved by Fox, seconded by Rebout, that the minutes of the regular
Meeting, held January 4, 2016 be approved as presented. Motion carried
on voice vote.
	Moved by Rebout, seconded by Fox, that the minutes of the Caucus
Meeting 	held January 5, 2016be approved as presented. Motion carried
on voice vote.
2.	Financial Report
    	Moved by Fox, seconded by Kassel, that the financial report,
ending  
      January 31, 2016, be accepted as read by Treasurer Augustine.
Motion carried 	on voice vote.  

3.	Citizen Participation
	1) Janet Kassel, went to a MPO meeting was very interesting, the
bypass is way 
  Off in the future- but feels that we should keep in mind for the
planning and 
  Zoning.
	2) Mel Becker- wondering why the Town Board in not giving Mindy
Tomlin
	  Liquor License? Clerk Fewell told him that no applications have
been turned
	  In at this point.
	3) Dennis Schultz- is against Matthew Rucks being a bar owner. He is
going to 
	  Bring a police report to the town and hopes it will help with the
denying of 
	  Rucks Tree House applications.
	4) Dale Moore- his house on N. Edgewood, it backs up to Town property
and he
	  Is interested in cutting the down trees for fire wood. He will sign
a disclaimer
  That would not hold the Town responsible for any injury. Supervisor
Rebout
  Will take a look at the property and get back to him. March agenda
item. 
4.	Unfinished Business
	A. Follow up and action regarding Laurie Pernot on number of dogs and
barking
	  Dogs. Laurie spoke and said that she has not been home to take care
of the dog
	  Licensing and vaccinations. She was waiting for the vet to call her
back, 
	  Chairman Schneider spoke up and told her she has 30 more days and
only 3 
  Dogs or apply for a kennel permit. That was a motion made by
Schneider 
  And, Seconded by Kassel. Motion carried on voice vote.
5.	New Business
	A. Building Inspector Report - Nothing to report,
	B. Appointment made by Schneider, for another 3 year term as our
building 
	  Inspector Chris Dodge for the next 3 year term. Moved by Fox,
seconded by
	  Rebout, to accept the appointment made. Motion carried on voice
vote. 
	C. Discussion and possible action regarding Gaylen Reilly’s request
for Town
  Map correction on his parcel from A-1to A-1FP. Janet will call
Allison at
  DATCP for more information. David will talk to the NRSC office also
to 
  Get more information. This will be a March agenda item.
D. Discussion with Peter and Leah Graves on the conditional use
permit
  (CUP) in SF-RR. Resident complaint of the loud engines. Supervisor
Rebout 
  Made a visit to Peter Graves home and said that the diesel truck
going by of the 
        Road was louder that Peter’s engines. Peter Graves invited
Duwayne over 
	  Time to hear and see what he is doing. Archie spoke up about any
complaints
	  And said he will visit the source of any noise complaints. We feel
this should 
	  Take care of this issue at this time.   
E. Discussion and possible action on the Town Board members going to
the WTA
  Meeting, March 5th, 2016. Gary, Lon and David to attend.
	F. Moved by Schneider, seconded by Fox, to get 5 of the section by
section 
	  Zoning books from the County. Building Inspector, Planning and
Zoning 
  Chairman and office copies will be paid by Town. Lon and Janet want
a book 
  And will pay for their own book. Motion carried on voice vote. 
	G. Discussion and possible action on the Handling of dead Deer with
the County
  Chairman Schneider will find out how they decide who pays for the
removal.
  This will be a March agenda item.
H. Clerk questioned the Mineral Mineral Point Bridge and not the
Polzin Rd 	  Bridge with the grant for Federal Aide. Clerk will call
and confirm this.

	A. Sheriff report- on file with clerk
	B. 
8.	Vouchers
	Moved by Rebout, seconded by Fox, that Vouchers #50 through and
	including #88 be approved. Motion carried on voice vote.

9.	Adjournment
	Moved by Kassel, seconded by Fox, to adjourn. Motion carried on
      Voice vote.
	
	Meeting adjourned at 8:21 PM.
