MINUTES OF REGULAR MEETING
Town Board
Town of Janesville, Wisconsin
September 6, 2016

Posted: Friday, September 2, 2016 at the Town Hall, Lion's Quick Mart,
Consolidated School, and town web site. 
Members Present: Chairman Bruce Schneider, Supervisor Robert Mielke,
David Rebout, Gary Fox and Janet Kassel.
Members Absent:	   None. 
Others Present:  Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Jamie Olson, and Archie Henkelmann (18) members of the
public.

Meeting called to order by Chairman Schneider at 7:30 PM., at the Town
Hall, 1628 N. Little Court, Janesville, WI, followed by the pledge
allegiance.

1.      Minutes of Previous Meeting
 Moved by Fox, seconded by Kassel, that the minutes of the regular
meeting, held August 1st,   
 2016 be approved. Motion carried on voice vote.
2.	Financial Report
Moved by Rebout, seconded by Kassel, that the financial report ending
August 31, 2016, be    accepted as read by Treasurer Augustine. Motion
carried on voice vote. 
3.	Citizen Participation- Gary Fox- brought up Countryside Motel has
cars parked on property and it is not zoned for a business. No action
taken not on the agenda. Owner was at the planning and zoning meeting
and is going to apply for CUP for the next meeting. Also an update on
Harvest View Rd. All the loose gravel has been cleaned up. 
4. 	Committee Recommendations-	
A. To hear a request, from Daniel & Denise Braukhoff, 5003 W Hwy 14
Janesville, WI 53548. The purpose of this Public Hearing is to
determine whether to rezone parcel number, 6-8-151 and 6-8-152,
commonly known as 5003 W US HWY 14, from A-1 Exclusive Agricultural
District (A-1) to A-1 Farmland Preservation District (A-1 FP) on the
following 2 properties:
1)	NW ¼ NE ¼ (EXC CSM 14-43), SW ¼ NE ¼ (EXC 3A RR
R/W) NW ¼ SE 1/4. 6-8-151. 117.84 acres
        +/- 6-8-151 2.
2)	PT E ½ W ½ E 446.88 OF N 3999’ (EXC RR & EASE FOR R/W
	IN VOL 60-430. 40 acres +/- 6-8-152
Moved by Fox, seconded by Rebout, to approve this request for the
Braukhoff’s. Planning and Zoning approved the request. Motion carried
on voice vote.	
	
B. To hear a request, from Thomas Busfield, 2119 N. Britt Rd Rd.
Janesville, WI 53548 for a Preliminary Minor Land Division, 25.22+/-
acres (A-3), land division area to be 8.3 +/- acres remain (A-3).
Parent lot would be 16.9 acres+/-, on the property as follows:
PT NW ¼ SW ¼ CERTIFIED SURVEY MAP VOL 19 PG 238 LOT 1.
Section 20, T.3N, R.12E, of the 4th P.M.., Janesville Township, Rock
County, Wisconsin.
Moved by Rebout, seconded by Coplien, to approve this request from the
Busfield’s. Planning 
And Zoning approved the request. Motion carried on voice vote.

C. To hear a request, from Gaylen Reilly, 3231 N. Polzin Rd.
Janesville, WI 53548 for a Preliminary Minor Land Division, 97 acres
+/-, land division area 1.3 acres +/-,current zoning of land division
A-1FP, create 1 new lot future zoning change from (A-1FP) to (SFRR).
Future zoning of parent lot to remain (A-1FP). On the property as
follows:
Part of the PT N ½ of the NW¼ (EXC ELY 1596.13’ N OF RR) EXC
RR) 
EXC 6 PCL ON N LN) EXC W 24 RDS N OF RR) S ½ NW ¼ (EXC CSM
11-634) EXC HWY). Section 18, T.3N, R.12E, of the 4th P.M..,
Janesville Township, Rock County, Wisconsin. Parcel # 6-8-158 / Tax ID

Moved by Rebout, seconded by Fox, to approve this request from the
Reilly’s. Planning and Zoning approved the request. Motion carried on
voice vote.

D. To hear a request, from Gaylen Reilly, 3231 N. Polzin Rd.
Janesville, WI 53548 for a zoning change From (A-1FP) to (SFRR), to
create a new lot 1.3 acres+/-, on the property as follows:
Part of the PT N ½ of the NW¼ (EXC ELY 1596.13’ N OF RR) EXC
RR) EXC 6 PCL ON N LN) EXC W 24 RDS N OF RR) S ½ NW ¼ (EXC
CSM 11-634) EXC HWY). Section 18, T.3N, R.12E, of the 4th P.M..,
Janesville Township, Rock County, Wisconsin. Parcel # 6-8-158 / Tax ID

Moved by Fox, seconded by Coplien, to approve this request from the
Reilly’s with the 4
Conditions page 21 of the Ordinance. 1) Rezone land is better suited
for land outside A-1.
2) Is consistent with any applicable comprehensive plan. 3) Rezone is
consistent with Farm Land Preservation Map. 4) Rezone will not inhibit
any other land in Farm Land Preservation. Motion carried on voice
vote.
5.	Unfinished Business
	Archie reported on 4815 Hwy 14 dog issue: They were issued an
eviction notice and have 3 days 
	To be out, Attorney will double check on this and report for next
meeting.
6.	New Business	
	A. Building Inspector Report-	  
B. No one here for the resident that poured concrete all the way to
the road on 3029 Rollingwood 
  Dr. Bruce will call John Traynor from the County.
	C. Michael Bowers here to request rental of the Town Hall for a
church group. He read a letter 	  stating his intent and is hoping for
a reduction in the rate as he would like to rent it 2 times	  a month.
Janet asked how long he would be looking to rent the building he said
until their 	  new building gets built. Gary questioned about
insurance coverage for the renters. It is covered.	  Moved by Fox,
seconded by Rebout, to approve the hall rental at a reduced rate of
$50.00	  per meeting and a onetime refundable deposit of $125.00.
Motion carried on voice vote.	D. Moved by Schneider, seconded by
Kassel, to approve the Consolidation Resolution with the
  Town of Harmony for our recycling grant. Motion carried on voice
vote.
         Moved by Schneider, seconded by Rebout, to approve the
Cooperative Agreement with the 
	  Town of Harmony for our recycling grant. Motion carried on voice
vote.
 	E. Moved by Rebout, seconded by Fox, to donate $500.00 to the Clean
Sweep Program of Rock 
	  County. Motion carried on voice vote.
	F. Clerk will be out of office September 15, 2016.
	G. Moved by Fox, seconded by Kassel, to approve the Town Attorney
rate increase from 
	  $135.00 to $145.00 per hour. Increase will take effect in January
2017. Motion carried on 
	  Voice vote.
	H. Moved by Fox, seconded by Coplien, to approve operator license for
Tim Rhue, Alex
	  Fenrick and Michael Long to expire June 30, 2017. Motion carried on
voice vote.

8.	Correspondence
	A. Sheriff Report - on file with clerk
	B. Fencing in the Town landowners John Rielly, Doug Sheridan are
neighboring land owners and 
	  John wants to put up a fence and needs to talk to Doug on doing
this. Not able to get a hold of  
         him asked if Bruce could make a call and let him know what is
going on. He will report back. 
9.	Vouchers
      Moved by Rebout, seconded by Fox, that Voucher #285 through and
including #319 be  
      Approved for payment. Adding 319 to the list for the clean
sweep. Motion carried on voice vote.
10.    Adjournment
       Moved by Rebout, seconded by Kassel, to adjourn. Motion carried
on
       Voice vote. Meeting adjourned at 8:19 PM.
