Members Present: Chairman Bruce Schneider, Supervisor David Rebout,
Gary Fox, Janet Kassel and Lon Coplien  
Others Present: Clerk Linda Fewell, Treasurer Peggy Augustine, Town
Attorney Jamie Olson, (18) members of the public.
Meeting called to order, by Chairman Schneider at 7:30 p.m., followed
by the Pledge of Allegiance, in the town hall, 1628 N. Little Court,
Janesville, Wisconsin
1.	 Minutes of Previous Meeting
 Moved by Fox, seconded by Rebout, that the minutes of the regular
Meeting held September 5th, 2017 be approved with a correction, page 1
word fee should be feel. With that correction be approved. Motion
carried on voice vote.	
2.	 Financial Report
      Moved by Rebout, seconded by Fox, that the financial report,
ending September 30, 
	2017, be accepted as presented by Treasurer Augustine. Motion carried
on voice vote. 
3.	Citizen Participation – 
Peggy Augustine- Just an update on the Fire Numbers from the County.
We will have to go out and look at the “flag” driveways to see how
many signs they will need to be compliant. Hope to have all done by
the first week of November.
Also, there is training for the TRIP funds at the County shop on
October 11, 9:00am.
Let clerk know if more than 3 members attend this training, will need
to post.
4.	Recommendation from Planning & Zoning Committee- 
A. to hear a request, from Brad and Jeana Thom 6426 W Hwy 14
Janesville WI. 53548 For a Zoning Change from SFRR to B-1 for a Beauty
Salon at the address of 6527 W US Hwy 14 Janesville, WI 53548 .26
acres +/- section 18-3-12. Zoned SFRR. To cut hair and offer beauty
salon products for sale. This request has been denied by the Planning
and Zoning Committee, Beauty Salon does not fall under SFRR zoning
Would have to reapply for re-zone on the property to B-1. Not living
on the property.
Moved by Rebout, seconded by Fox, to deny this request for the Beauty
Salon as it does not fall under SFRR zoning, would have to reapply for
re-zone on the property to B-1. Not living on the property. Motion
carried on voice vote.
5.	Unfinished Business
A. Discussion and Possible action regarding a “maintenance person” for
the Town of Janesville from the County Shop. David talked with Traynor
and the cost would approx.
$1000.00-$1500.00 more per month over and above of the regular charges
to the Town.
Moved by Kassel, seconded by Coplien, to deny the request and stay the
way we are with the county phoning in our complaints and needs. Motion
carried on voice vote. 
B. Discussion and possible action regarding John Reilly and Doug
Sheridan fence issue and the warrant for payment. The board requested
Reilly bring in additional information, a breakdown of the cost of the
fence, if he sent the certificate certified. Reilly did not bring
those things in, Attorney feels that all was done as states in the
Wisconsin State Statues. 
Moved by Rebout, seconded by Fox, to have Clerk issue warrant for
payment to Town Treasurer. The warrant is now issued to Peggy
Augustine the Town Treasurer, it will be placed on the “special
assessment” sheet to have the charge placed on Sheridan’s tax bill.
Clerk will get copies sent out and the check will be forwarded to
Reilly $6,798.00.    
6.    	New Business
      A.	Building Inspector Report- everything going good. 		
B.	Discussion regarding Matthew Rucks property issues and air
pollution from all the burning. Gary said that things look neat back
there. Lon said they are still running a business on the property.
Clerk Fewell asked Rucks are you conducting business there, he replied
“NO” not burning anymore- the wood is for the heating the bar. Just
storing the trucks there. He was again told he cannot operate a
business as it is right now. No home there and not a home business.
Mrs. Banaski, at 3377 N. Hackbarth Rd. could not be here, bought the
home was quiet and now there is loud trucks going in and out all day.
Lon followed trucks up there, dumping wood from outside of the
property. There is a property maintenance ordinance in the Town of
Janesville. No burning, no hauling wood in from outside properties.
Clean up the property, this will be on the November agenda. 
C.	Discussion regarding the Tree House- bands have come to a close, no
more bike night. Brian Williams stated that they have tried to reach
out to the neighbors and no one will respond. They have karaoke every
Saturday night and the music is inside. Greg Gensler don’t want to try
and work things out with the Tree House. 
	Nathan Stapelton- did not hear the music in the last two weeks.
Sheryl Gensler feels like they are trying, music is different from the
bar to the house verses out in the pavilion. We want specific issues,
resolutions, what are you plans? Brian Williams- we are trying to make
a resolution with the neighbors, they won’t get with us! Lon- stated
that the way City of Janesville residents didn’t want outside
entertainment so the City went that way. No, outside music.
	Sheila Everhart- Town Board has to enforce the ordinances. David
Rebout- can the Board do anything to revoke the license? No, not right
now. License renewal is in June 2018 that will be the time to get
things in the extensions. Keep the bands in the bar building. Brian-
if it was limited like at Hammy’s during the summer hours is that
possible? Neighbor’s need to come together!
	Janet- agrees neighbor’s need to come together. Tim Gensler- Bruce
thinks the Gensler’s are starting all the trouble, needs to keep an
open mind! Wood burning is a problem!!	
D.	Moved by Fox, seconded by Kassel, to approve the Cooperative
Agreement with the Town of Harmony for the 2018 cycle. Motion carried
on voice vote. 
E.	Moved by Fox, seconded by Rebout, to approve the Resolution for the
Recycling Consolidation #090517. Motion carried on voice vote.
F.	Moved by Schneider, seconded by Kassel, to approve turning the
Personal Property delinquent taxes for Aumann to the Town Attorney.
Jamie will send a letter. Motion carried on voice vote.
G.	Clerk will be attending a district 5 meeting on October 26, 2017. 

7.	Reports by Town Attorney.

8.    Correspondence       
	A. Sheriff Report on file at office.
	B. Budget meeting 10/5/2017 at 5:30pm Town Hall.
	C. Board members to help with the list from the County on the # of
fire signs for the 
	  Shared driveway, we need this back as soon as possible. 
9.	Vouchers
	Moved by Rebout seconded by Fox, that vouchers # 287 through and 
	Including # 318 be approved for payment. Motion carried on voice
10.	 Adjournment
	Moved by Kassel, seconded by Fox, to adjourn. Motion carried on
      voice vote.
