Mart, Consolidated School, Hackbarth Hills Golf Course Clubhouse. 

Members Present: Chairman Bruce Schneider, Supervisor Robert Mielke,
David Rebout, Gary Fox, and Janet Kassel.
Members Absent:	   none

Others Present:  Town Clerk Linda Fewell, Treasurer Peggy Augustine,
Town Attorney Richard Hemming (7) members of the public.

Meeting called to order, by Chairman Schneider, at 7:30 p.m., at the
town hall, 1628 N. Little Court, Janesville, Wisconsin. Followed by
the Pledge Allegiance.

 1.	Minutes of Previous Meetings
Moved by Fox, seconded by Mielke, that the minutes of the regular
meeting,     held April 1, 2013 be deemed as the clerk had an error in
the supervisors’ names. Moved to accept the minutes with the change of
David Fox. Motion carried on voice vote.
2.	Financial Report 
    	Moved by Mielke, seconded by Fox, that the financial report,
April 30, 2013, be accepted as read by Treasurer Augustine. Supervisor
Mielke had a question on borrowing money for the Town. Peggy will do
some checking into that, also Peggy brought up that the ATC Funds have
dropped from 61,000. To 53,000. And Monte’s stepson is going to try to
deposit the issued check, if not we can reissue to Monty’s estate.
Motion carried on	voice vote. 	
3.	Citizen Participation- Bruce Danielson 2108 N. Burdick Rd, last
summer he got gravel in the culvert and it is doing the same thing
this year. Can we get a cold mix or something to keep the gravel from
running in the culvert? Chairman Schneider will take a look and see
what can be done. 
4.	 Planning Committee Recommendations (did not meet)

5. 	Unfinished Business-
Public Hearing regarding Hackbarth Rd, Chairman Schneider reads a
letter brought to the board from Rick Richards, it was the concerns of
school busses and similar vehicles crossing the centerline to navigate
the new “kink” in the road. Who or what engineer is going to sign off
on the safety of the change? Jim Vogel, questioned about a right turn
lane for people using the Hackbarth Rd from Cty Rd E. It will get
looked into. Rick there are other roads in the Town that are “unsafe”
Miles Rd when the corn gets 5 ft. tall you can’t see North on F. 
David Rebout Hackbarth Rd is a legal Rd it is 22 ft. wide. Rick stated
that is this where we should spend money? Closed the Public Hearing
7:54pm. Chairman Schneider asked the Board for any further discussion.

Moved by Mielke, seconded by Fox, to approve the Alterations to
Hackbarth Rd per WI Stat. sec 82.10. Motion carried 4-1 Janet Kassel
opposed. We will not explore a turn lane at this time. That would be
more cost and alterations to be drawn up and publish in the paper. 
Discussion and possible action regarding updating Zoning Ordinance to
conform to farmland Preservation Statutes. Attorney Jamie Olson to do
the initial drafting, and Alison Volk to assist. The Planning and
Zoning will get together and start the process. Time frame of approx.
90 days.   

6.    	New Business
A.	Building Inspector Report- all ok, the status of 4790 W. Hwy 14 can
see they are cleaning up the property. Keep on this for now.
B.	Moved by Rebout, seconded by Mielke, to approve the appointment
made by Chairman Schneider for Bill Curtis as a Planning and Zoning
member for 1 year term, and Janet Kassel as the presiding officer to
the Town Board for 1 year term. Motion carried on voice vote.
C.	Moved by Fox, seconded by Kassel, to approve 1500 daily passes and
250 annual stickers from Biller Press for the Town of Janesville boat
launch, Motion carried on voice vote 4-1 David opposed, he would
rather get 500 stickers due to the cost, Moved by Fox, seconded by
Schneider, to add 250 more annual stickers the total for annual
stickers is 500. Motion carried on voice vote. 
D.	Moved by Fox, seconded by Mielke, to deny signing the Rock County
Humane Society contract at this time. Motion carried on voice vote.
E.	Discussion and action on cleaning up the Mount Pleasant Cemetery.
	Lon Coplein has already gone out there and got quite a bit done. A
great big Thank You to Lonnie for all he does.
F.	Moved by Rebout, seconded by Kassel, to accept the bid from Lon
Coplein of $55.00 per mowing at the Town Hall as needed and $75.00 for
mowing at the Cemetery as needed not to exceed $500.00 per season.
Motion carried on voice vote.
G.	Moved by Fox, seconded by Rebout, to set to Board of Review date to
June 12, 2013 from 5:30pm-7:30pm, this will be an adjourned meeting
due to the assessment roll is not complete. Motion carried on voice
H.	2013 Road Maintenance projects, Moved by Rebout, seconded by Fox,
to approve 200 ton of grader patch, at $82.00 a Ton. Motion carried on
voice vote.
	Moved by Mielke, seconded by Fox, to spend $25,000.00 on seal
coating. Wait on the crack filling get estimates. Motion carried on
voice vote.
	Chairman Schneider will call John at the county and have 2 mowing in
the Town of Janesville this season July and September.

8.	Reports by Town Attorney: 
A. Taxes due to the Town of Janesville for the annexations, from the
City of Janesville. Town Attorney will take of this.
B. Updates to the Zoning Ordinance to reflect updated zoning
amendments since 2006. Board would like to wait until Farmland
Preservation is complete.
C. Moved by Fox, seconded by Mielke, to give 30 more days for the
Personal Property delinquent taxes for 2012, TJ Machining, T&K
Helgensen and Country side Motel. Govert Well and Pump paid.
9.	Vouchers
       	Moved by Rebout, seconded Fox that Voucher #171 through and
including #203 	be approved for payment.  Motion carried on voice
10.	 Adjournment
     	 Moved by Mielke, seconded by Rebout, to adjourn. Motion carried
        voice vote.
